First position among English candidates in Matric, First among Science Students in F.Sc. Second position in Punjab university in B.Sc. and First position and Roll of Honour in M.Sc. He went abroad on Commonwealth Scholarship to study Solid-State Physics at the Cambridge University, appeared in the Central Superior Service Exam in London, secured Second position in Pakistan and came back.
In his 28 years of government service, he has served in several diverse positions, the more important of which are Deputy Commissioner and Commissioner Karachi, Director Taxes, Director Labour, Director Finance, Cotton Export Corporation and Managing Director, Pakistan PVC Ltd. As CEO of this state-owned enterprise he turned it aournd from an annual recurring loss of Rs. 10 million to a net profit of Rs. 30 milion in three years.
He also served for several years as Secretary to the Government of Sindh in Departments of Planning, Transport and Health. He is the author of the famous Report of the Commission of Enquiry into Karachi affairs.
