The term governance does not convey uniform meanings to everyone. It generally deals with management of development process in "the manner in which power is exercised in the management of a country's economic and social resources for development". For legitimate functioning of a sovereign state, variety of institutions is required to perform the respective duties as enshrined in the constitution of Pakistan. This is necessary to ensure that no one institution is in a position to dominate or intimidate the others. When the power of a single organization becomes greater than the power of any feasible combination of State Institutions it leads to authoritarian rule. The dominant group seeks to stabilize and strengthen its position so that it can govern without any serious opposition. The people at large, the vulnerable groups, women, children, population living below the poverty line suffer deprivation the most.
The readdress of poverty lies in governace but not only to the level of rhetoric. This malice needs a deep rooted treatment. The good administrative practices are not 'privatization' but the parameters are efficiency, effectiveness and equity. Hence the poverty issue has to be looked into perspective which is not conventional and one sided. This is also an issue of public sector management, social reforms, judicial dispensation, political culture.
Public follows the leaders espeically in Asia, where people have cravings for patenalistic figure. Singapore's example is as bright as day light. Her development models can be emulated. As former Prime Minister of Singapore Lee Kuan Yew delievered a message on 1st May 1986. "There is no law of nature which provides that life will get better for Singapore next year. We have to work to make it better."
Sarfaraz Khwaja earned his PhD degree from University of Missouri, Columbia, USA and then joined University of Wisconsin, USA as a faculty member. He served Government College Lahore, (Now Univeristy) and Civil Services Academy, Lahore as a teaching faculty. He worked for the Ministry of Education, Government of Pakistan as Deputy Educational Advisor and Director, Academy of Educational Planning and Management, Islamabad. His work experience extends to UNICEF as Planning, Monitoring and Evaluation Officer. He also worked for UNFPA as Management advisor. He is a prolific writer and some of his works include.

Asian Development Bank (ADB) Plan International, the World Bank, UNICEF, USAID, Aga Khan Educational Foundation. He was principal Research Partner in the BRIDGES project carried out in collaboration with Harvard University, USA (1988-1990). He has been a visiting speaker at Allama Iqbal Open University Islamabad, Quaid-i-Azam University Islamabad, NIPA, Foreign Services, Academy Islamabad and National Defence College Islamabad, (Now University).
Ms. Aqila Khawaja teaches in the Department of International Relations at Quaid-i-Azam University, Islamabad, which is one of the most prestigious university of Pakistan. Her area of specialization is comparative politics with focus on East Asian Countries. She obtained a M.A. Degree in Political Science from the University of Misiouri Columbia, USA and also M.A. Degree from Punjab University Lahore, Pakistan. She has been a visiting speaker at the Pakistan Foreign Services Academy and the national Defense College, Islamabad. She is widely treaveled which includes USA, Europe, Middle East and East Asia.
