Pakistan has a federal society composed of different ethnic and linguistic groups, federalism has, therefore, remained an inherent and constant feature of Pakistan politics. Federal system operates effectively when an equation is maintained between the forces of unity and diversity. An imbalance in these forces would cause the system tend towards centralisation or regionalism producing federal-regional crisis. The system survives if crisis are resolved through constitutional and political measures. It would collapse if forces of disintegration are contained by force and extra constitutional means.
Federal system could not work smoothly in Pakistan because of imbalance in centripetal and centrifugal forces. The system tended towards centralisation causing federal-regional disequllibrium. The book studies analytically the operation of federal system in Pakistan under the constitutions of 1956, 1962 and 1973.
Besides discussing the nature of fedearalism in the context of constitutional theory and governmental practice, the book also edeavours to explain how and why trend towards centralisation began in the early years and later became a constant feature of Pakistan politics. It examines how the federal-regional and inter-regional tussle over the quantum of autonomy alfected the working of the system. The book identifies the factors that gave rise to regionalism and suggests measures for maintaining federal-regional harmony to ensure the smooth working of the system.
Educated at Karachi and Alberta (Canada), from where she earned her M.A. Degree in Political Science, Miss Mehrunnisa Ali is presently Professor at Department of Political Science, University of Karachi. Before joining Karachi University as Assistant Professor in 1979, she worked as ResearchOfficer at Pakistan Institute of International Affairs, Karachi. She has contributed numerous research papers to national and international journals of repute, most of which have been abstracted in International Political Science Abstracts (IPSA) Paris. Besides, she has also contributed thought-provoking chapters to books: Pakistan-Europe Ties, Area Study Centre for Europe, Karachi, (1988); Research Series, Pakistan Study Centre, Karachi, (1985); Pakistan - United States Relations, Quaid-i-Azam University, Islamabad, (1983). She has to her credit several articles on national and international issues published in daily Dawnand weeklies of Karachi. Her recent work is the voluminous book Pak-Afghan Discord: A Historical Perspective (Documents 1855-1979), published by Paki stan-Study Centre, University of Karachi, in 1990.
