This book deals primarily with the enigmas of Pakistan's politics. The subject-matter of the inquiry is the making and breaking of constitutions, working of democratic institutions whenever they have been allowed to work, their suspension and abrogation, frequent military interventions in civilian affairs, accompanied by the imposition of Martial Law, which has been the law of the land for twenty years out of thirty eight years of its history, the inevitable struggle for power between the leaders of the armed forces and the leaders of public opinion. The author has examined the cyclical changes in the body-politic in depth and with detachment. Whatever element of subjectivity the reader may find in the analysis is not born of any predilections or prejudices for or against any political parties and personalities which have tried to shape the course of events.
Mushtaq Ahmad
The author was born in Bruwandi in the state of Maharashtra. He was educated in his home town in the Anglo-Urdu High School, and received his higher education at the graduate and post-graduate level from the Bombay University. After a distinguished academic career in India, he went to the United Kingdom in 1945, and secured his Masters in Political Science from the London School of Economic where he studied under Professor Harold Laski. Soon after his return to India, he migrated to Pakistan, and served for a few years in the Institute of International Affairs. In 1952 he left for the United States and worked under Professor Leland Goodrich for his Masters in International Relations at the Columbia University, New York. He was the Editor of Morning News in the late fifties, and in the early sixties, a columinst of the Pakistan Times.
For the last four years he has been writing a regular weekly column for the country's leading newspaper, the Daily Dawn. He has written a number of books on politics and foreign policy which were well received both here and abroad. During the course of his long career in the profession, he had the opportunity of meeting a number of personalities who have governed Pakistan.
