This book is an attempts to provide a complete picture of the dynamics of South Asian nuclearization. It covers the historical evolution of the technological development of the Indian and Pakistani programmes and the nuances of the countries' respective policies towards the international non-proliferation regime. It also covers developments since May 1998 in the two countries with respect to the development and articulation of their nuclear doctrines. setting up of command and control systems, and the creeping operationalization of their nuclear capabilities. Brigadier (retired) Naeem Ahmad Salik is currently teaching in the Department of Nuclear Politics and Strategic Statbility in the Faculty of Contemporary Studies at the National Defence University at Islamabad. He was until recently a Visiting Scholar at the Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University at Washington, DC, and prior to that from January 2006 to April 2007 was a guest scholar at the Brookings Institution at Washington, DC. He has also been a Visiting Fellow at the Henry L. Stimson Center at Washington, DC (1995) and Center for International Security and Cooperation (CISAC) at Stanford University (2004). He hold an M.Sc. in International Politics and Strategic Studies from the University of Wales, UK, an MA. in History from Punjab University and a B.Sc. Honours in War Studies from Balochistan University.
Brigadier Salik retired from the Pakistan Army in 2005 after 31 years of service. He was amongst a small group of officers assigned to conceive and set up the Nuclear Command and Control Structure and formulate nuclear policy after the May 1998 nuclear tests. He served as Deputy Director (1999-2001) and then Director Arms Control and Disarmament Affairs (2001-2005) at the Strategic Plans Division-the Secretariat of Pakistan's National Command Authority.
Besides his other military assignments the author was seconded by the Army to the Department of Defence and Strategic Studies at Quid-i-Azam University, Islamabad from 1994-1996, where the taught Master's level courses. Between 1997 and 2005 he continued to teach courses at the department as a visiting faculty. He has published articles in Pakistani and international journals on nuclear, missiles, non-proliferation, and other related security issues and has participated in numerous international conferences and seminars as a featured speaker. He has been a member of the Pakistani delegations in bilateral negotiations with the USA, UK, France, Russia and India on strategic and security issues.
