This Book is the clumination of my long cherished desire to contribute to the advancement of implementing the basic principles of Islamic Economic System and the result of a study extending over a long period of time. However, this work got impetus during the last few years when some steps were taken in Pakistan to Islamise its economy. There is no complete Islamic Economic Model existing in the Muslim world which may be adopted with some suitable modification peculiar to each country's goegraphical and structural conditions.
Hence, this poses a great challenge to the wisdom, knowledge and ability to the Muslim scholars to evolve a complete and pratical framework in the light of Holy Quran and Sunnah as well as the modern scientific and technological advances in the world.
2. with this challenge in view and imbued with the spirit of contributing in a "humble manner" to the cause of Islamization, I thought it proper to finalize this stuy to evolve some approaches to development planning and model institutional framework in the light of basic principles of Islamic Economic System for implementing them in an Islamic State.

This book consists of fifteen Sections and five annexures, but the basic thrust of the book is on the Concept of an Islamic State and its constitutional obligation to implement the Islamic Economic System, Basic Principles and Concepts of Islamic Economic System, Concept of Development and basic goals and objective of Islamic Development Policy and Planning and an institutional set-up for development planning in an Islamic State.

It is sincerely hoped that this preliminary effort on my part to collect and compile valuable ideas, concepts and other relevant information from all possible sources will present a coherent and operational perspective in the form of a book to the reader who is interested in the Principles and Doctrines of Islamic Economic System and institutional set-up for development planning in an Islamic State and thus stimulate others and especially my brethren-in-Islam to carry this mission to further heights in the interest of progress and prosperity. Born in Nizampur Village in Kapurthala State (India) in 1931. Ch. Muhammed Hussain was educated initially up to Matriculation from the Punjab University till 1947, and then in Pakisan securing a First Position in M.A. (Eonomics) from the Karachi University in 1958. He also attended courses in Public and Business Administration (1959) at the IPBA, Karachi. He passed UN-Sponsored Course in Techniques of Development Planning from the Asian Development Institute, Bangkok (1973) and an Advanced Course in Magaement and Development at the Pakistan Administrative Staff College, Lahore (1978). He worked as a Consultant at the UN Workshop held in Nepal (1976). He is now the Chief of the Plan Coordination and Policy Planning Section in the Planning Commission at Islamabad. He has worked at various Official Committees and Groups set up fopr the formulation of Five Year and Annual Plans. He has contributed about 3 dozen articles to local and foreign Journals and delievered a number of lectures on various aspects of economic planning and research based on his practical experience of the subject. He is the author of two books entitled "Techniques and Organization for Peformance Evaluation with Special Reference to Pakistan" published by the Planning Commission in 1973 and "Project Appraisal, Monitoring and Evaluation Processes with Special Reference to Pakistan" by Royal Book Compay, Karachi, in 1985.
